My guess is that anyone who knows/understands batman would look at the plan and discard it immediately. He’s great at planning, but can take longer to figure something out when things don’t go according to plan or are unexpected - no wonder the joker is his nemesis, he’s too chaotic. Come to think of it, the anti-batman plan might be “call the joker”
