Historically it always does.
Probably anything that a bunch of low income people in SoCal do is going to affect California a lot more than the Trump administration. Heck, might even help the administration. The administration has been trying to paint cities as being overrun by crine and disorder and requiring the administration’s involvement.
US doesn’t care about poor people. It’s going to have to be people who are safely housed and fed becoming less “I got mine,” and they’re in for a rude awakening. ACA doesn’t help the poorest, but does help those on the next tier.
