And then some kid was friends with the monkey, which added an ET rip aspect. And there’s like some big helicopter chase through the mountains. The kind of movie you watch on basic cable late at night when you’re half asleep.

There are indeed several like that. 12 monkies also, but likewise I do not recall which plot is from which movie:-).
12 Monkeys was actually kind of a good movie.
But that’s not what I would compare this to.
