The NGO Hong Kong Watch and nine other Hong Kong diaspora organizations have raised serious concerns over the Memorandum of Understanding (MoU) on law enforcement cooperation signed between the Royal Canadian Mounted Police and the Ministry of Public Security of the People’s Republic of China.
While recognizing the importance of combating transnational crime, the groups warn that the lack of transparency surrounding the agreement has created fear and uncertainty within Hong Kong diaspora communities in Canada. Many Hong Kongers fled repression by Chinese authorities and now fear that closer cooperation with China’s internal security apparatus could undermine their safety, privacy, and willingness to engage with Canadian law enforcement.
The organizations urge the Government of Canada to release the full text of the MoU, clarify its scope and safeguards, and demonstrate that cooperation on crime will not expose diaspora communities to intimidation, surveillance, or transnational repression. They also call on lawmakers and the media to treat diaspora safety and trust in Canadian institutions as matters of public interest and national importance.

“PRC officials have used covert and unauthorized tactics, including unauthorized trips to Canada, threats, intimidation, harassment, arresting relatives in China as a form of leverage, paying Chinese-language journalists to locate and track individuals, and discouraging people from reporting their covert activities to Canadian police.”
Read that again. Chinese police have paid Chinese-language journalists in Canada to locate and track targets. They have arrested family members in China to coerce compliance. They have actively discouraged victims from reporting to Canadian police.
And you consider that a ‘reputable source’? I bet you believe the populist tabloid National Enquirer a reputable source as well.
And in other news - Hong Kong and mainland Chinese diaspora groups are terrorizing Chinese Canadians in extortion rings.

I actually got a message involving a Chinese immigration scam, in Chinese, even though I have never had any connection to China nor do I speak Chinese. It was allegedly from the Chinese embassy in Canada. How they got my text number, or expected me to speak Chinese, I will never know.
But, apparently, some posters here want the RCMP to reveal in detail the methods they intend to use to clamp down on these rings. Exactly the type of information these rings need to avoid prosecution.
