Every person that’s managed to exit cults of toxicity has admitted they inherited a poisoned worldview because it surrounded them - they never would have felt “Black people are subhuman” if they didn’t have messaging all around them saying it so.
If you have resigned yourself to the idea none of these people will ever change, and they’re fated to be that way from birth, stay in your own bubble and stop commenting anywhere about it because by your own admission conversation doesn’t do anything.

People being in charge is irrelevant. If you’re argument is that human beings are imperfect and corruptable than every form of deterring racism cannot work; so I reject your idea.

It absolutely isn’t doing much, because those ideas aren’t spreading in a vacuum. They’re spreading in competition with the sensible view of equality, which is winning simply because it’s the only thing that really makes sense. Good ideas consistently win against bad ideas absent a strong force standing behind the bad idea; and it’s really hard to find a stronger force than government.
In the U.S., racism is on the decline not due to government mandate. Racism is on the decline because in the 1960s the government stopped endorsing a particular race as superior. We don’t need the government mandating anti-
racism and how the population treat each other; we just need the government to treat everyone equally and the problem of racism will continue to decrease.
