I remember reading a study not too long ago that said being excluded for not having a phone isn’t really happening in schools that have already banned phones.

Well no, that would fall om the owner of the building. But I mean water, sewage, trash, electricity, internet should be handled by the government.

Is that what a hoa does? That should just be something the local government does
