I suppose it depends on the definition you’re using, but if you use the UN definition it makes it hard to say it’s not genocide.

The standard foreign affairs 4 step program to deal with atrocities:
Step 1: there is no genocide
Step 2: there might be a genocide but were should not be doing anything
Step 3: okay, there is a genocide but there is nothing we can do
Step 4: there was a genocide but it’s too late now to do anything
