Looks like it’s purposefully arranged on the pinboard along with the other baubles, so if it was “foul play or vandalism”, they’d have to have arranged the entire board.
Would have been a lot easier to print off a nazi flag and put that over something, or just somewhere on the pinboard than modifying an existing flag like that, as vandalism.
Printing in an office leaves a trace, two white bookmark-size sticky notes and red marker is pretty untraceable. And I imagine that red white and blue sticky notes are not hard to find at the Capitol. Look closer at the picture.

I think the investigation is to whether the swastika was vandalism, not the entire flag.
