Could California simply sink ships and rigs and say it was terrorists or drug cartel?
That’s not legal. What’s much more likely is denying permits for onshore infrastructure which would support offshore oil drilling.
That’s not legal.
In this new paradigm, who’s to say? Have someone like Newsom issue an order to, say, the National Guard, and then see it wind its way through the courts to decide whether it really was, way after the fact.
